HDB flats reaching MOP in 2028
17,958 flats in 126 blocks across 11 towns finish their five-year minimum occupation period in 2028, which is the first year their owners can sell on the open market. Sengkang has the most, with 4,828 flats in 34 blocks.
By town
Blocks and flats are not the same thing: a town with a few tall blocks can carry more flats than one with many small ones, so the ranking is by flats.

How the year is worked out
A block’s MOP year here is the year HDB completed it plus the minimum occupation period that applies to it (five years for most flats). HDB publishes the completion year without a month, so a block completed late in its year can open a few months into the next. An owner’s own MOP runs from the day they collected their keys and pauses for any period they did not live in the flat, so only My HDBPage is authoritative for a particular flat.
